Suggest a better descriptionPreheat oven to 350F. Line an 8 inch square pan with foil, enough to overhang the edges.
Blend flour, margarine, sugar and cinnamon. Press into prepared pan and bake 18-20 minutes, until edges are golden brown. Let cool, then chill in fridge.
In a saucepan, over medium heat, mix brown sugar, margarine and milk. Once blended, increase to high heat until it begins to boil, so that mixtures bubbles in the centre. Remove from heat and let sit for 10 minutes. Pour over chilled crust and return the pan to the fridge.
Melt chocolate chips, and spread evenly over the caramel layer before returning pan to fridge. Once chocolate has solidified, lift the bars from the pan by the foil, then remove the foil. Cut into squares.
