1. Stir together flour, sugar, salt, baking powder, and cinnamon. Mix in oil, egg, and milk. Fold in apples.
2. Spoon batter into muffin cups, filling to the top of the cup.
3. In a small bowl, stir together the 1 1/2 cups sugar, 1 cup flour, butter, and cinnamon. Mix together with a fork and sprinkle over unbaked muffins.
4. Bake for 20-25 minutes (until a toothpick comes out clean) at 400°.
