Preheat oven to 425°F. Line a muffin pan with paper liners. Set aside.
In a large bowl, combine the flour, baking powder, baking soda, salt and chocolate chips. Set aside.
In a small bowl, combine the butter, sugar, eggs, buttermilk and vanilla. Stir the wet ingredients into the flour mixture until just combined.
Divide the batter evenly among the muffin cups. Spray the pan around the wells to that the tops don't stick when they bake over.
Bake for 5 minutes. Reduce the oven temperature to 375°F and bake for another 12 minutes, turning the pan every 5 minutes, until a knife inserted into a muffin comes out clean.
