Cut the chile pods along the side and remove the seeds and stems. Heat the pods for 1 to 2 minutes in a skillet by pressing them to the hot surface, not enough to burn but to heat them up and bring out the flavor. Put them in a saucepan, cover with water, and bring to a boil. Then let soak until soft, about 20 to 30 minutes. Reserve the water. (If overly bitter, use fresh water.)
Place the chiles and all other ingredients in a blender. Add water until half full. Blend until nearly smooth, but a bit chunky is fine. Salt to taste.
