Combine the chili powder, pepper, cumin, and salt in a small bowl. Rub the entire surface of the steak with the mixture. Drizzle the olive oil over the surface of the steak and refrigerate for 1 hour to blend flavors. To cook, grill or broil to desired doneness. Thinly slice to serve.
For the mango salsa:
In a large bowl, combine the mango, red onion, red bell pepper, cilantro, garlic, orange juice, lime juice, jalepeno pepper, and salt.
