Dressing: In a medium skillet over medium heat, add cooking oil, garlic, and ginger and saute until garlic begins to sizzle but not brown. Immediately transfer the sauteed oil, ginger and garlic to a small bowl and whisk in the remaining salad dressing ingredients.
Salad: Cook soba noodles as directed on package, immediately rinse under cold water and drain. In serving bowl toss sliced peppers and and salad dressing. Top with green onions and cilantro.
