Whisk together beef broth, 1 TBSP cornstarch, soy sauce, sugar, ginger & 1 TSP garlic, set aside.
Combine remaining 2 TBSP cornstarch, salt & pepper; dredge sliced steak in mixture.
Heat oil in a large skillet over med-high heat; add steak & stir-fry 4 min or until browned. Add bell pepper & onion and stir fry 8 min. Add 1 TSP minced garlic.
Stir in broth mixture and bring to a boil. Reduce heat & simmer 5 min or until thickened.
Serve over prepared rice.
For a thicker sauce may add 2 tbls cornstarch mixed with 1/2 cup water to sauce. Mix in slowly while sauce is at a low simmer.
