Cook carrots in saltwater for 5 minutes (until chewy, not mushy).
Drain and cool the carrots
place carrots, onions, peppers in pan.
mix sugar, vinegar, oil, soup and mustard and bring to boil.
pour these ingredients over carrot mix and refrigerate w/lid..
