Filling
1. Brown ground beef in a skillet with onion, garlic and jalapeno pepper. Drain any excess greese. Add chili powder, cumin, coriander, salt and pepper. Cook for a minute. Add the zest and juice of one lime and enough stock to almost cover the mixture. Simmer until the liquid is fully absorbed. Remove from heat.
Enchilada Sauce
1. Heat the oil in a deep skillet over medium heat. Add the onino and cook for 5 minutes, or until softened. Add the bell pepper and chilies and cook for 5 minutes. Add the garlic, cumin, coriander and sugar and cook the sauce for an additional 2 minutes, stirring. Add the tomatoes, lemon juice and salt and pepper to taste. Bring to a boil, then reduce the heat and let simmer for 10 minutes. Cool slightly. Puree the sauce in a food processor until smooth. Return to the pan.
Assemble
1. Preheat oven to 350?. Oil a large, rectangular baking dish.
2. Dip each tortilla in the sauce. Top with a little of the beef and grated cheese and rool up. Place seam-side down in the perpared baking dish, top with the remaining sauce and grated cheese and bake in the preheated oven for 30 minutes. Serve immediately.
