Combine milk and cornstarch in a saucepan and heat over medium heat until thickened, stirring constantly.
Stir in cheddar cheese and 1 tablespoon Parmesan cheese, mustard and pepper and continue to cook and stir until cheese melts.
Pour sauce over cauliflower and sprinkle with remaining Parmesan cheese and breadcrumbs.
Broil for 5 minutes or until heated through and breadcrumbs begin to brown.
