For rub, combine dry rub ingredients in a small bowl. Sprinkle mixture evenly over both sides of each steak and rub in with fingers. Cover with plastic wrap and refrigerate for at least one hour.
For Chimichurri, In a food processor or blender, combine cilantro and parsley leaves, vinegar, garlic, red pepper, salt, cumin. With food processor or blender running, slowly add 1/4 cup olive oil through opening in lid in a thin, steady stream until mixture is creamy and smooth.
Grill steaks and serve with chimichurri sauce.
