Suggest a better descriptionPreheat oven to 400 degrees. Line cookie sheets with parchment or leave ungreased.
Beat butter, brown sugar, 1/4 cup sugar, egg and vanilla in large bowl until light and fluffy. Beat in cream of tartar, baking soda, and salt. Add flour; mix until dough is blended and stiff. Stir in chocolate chips. Combine remaining 2 Tbs. sugar, cocoa, and cinnamon in small bowl. Drop teaspoonfuls of dough on cookie sheets. Sprinkle with sugar, cocoa, and cinnamon mixture. Place 2" apart on cookie sheets.
Bake 8-10 min. or until firm. Do not overbake. Remove to wire racks and cool.
Makes aobut 3 doz.
