Saute onions and garlic till translucent. Meanwhile, dump flour in plastic bag and toss beef cubes to coat. Add beef to onion mix and continue to cook till meat is browned.
In crock-pot, place potatoes, carrots, and celery in bottom. Top with beef mix. Add 1/2 c. water to skillet and whisk browned bits up. Pour over top of meat. Add beef broth, thyme, salt & pepper. Cook on low for 8 hours or till meat is tender.
