Mom made this for us growing up and it was a favorite!
Combine flour, salt and pepper. Dredge steaks.
Beat egg and water together. Combine crumbs, cheese and basil leaves. Dip each steak in egg mixture, then crumbs, coating evenly.
Measure oil into 13 x 9" baking dish, place in oven and preheat oven to 375 degrees F.
Place breaded steaks in dish and bake uncovered for 25-30 minutes at 375 degrees F. or until golden brown.
Pour off drippings.
Combine tomato sauce, sugar, garlic and leaf oregano and pour over meat.
Sprinkle with 1/4 cup Parmesan cheese. Bake 20 minutes.
Place a slice of mozzarella cheese on each steak and sprinkle oregano over the cheese.
Bake 3 to 5 minutes until cheese is melted.
