1. If using frozen beans, place in a large saucepan with 1/2 inch water. Bring to boiling; reduce heat. Cook, covered, about 4 minutes or until just tender, stirring occasionally. Drain and set aside.
2. Meanwhile, in a small saucepan cook onion in 1 tablespoon butter until tender. In a large bowl stir together sour cream, flour, lemon peel, and pepper; stir in cooked or canned beans and onion. Transfer bean mixture to a 2 quart baking dish. Top with cheese. Combine bread crumbs and 1 tablespoon of melted butter; sprinkle over cheese.
3. Bake in a 350 degree oven about 30 minutes or until heated through.
