Put one teaspoon oil in pot and heat. When hot, add cumin. Wait 30 seconds, then add asafetida. Then add garlic, ginger, and curry leaves. Wait 30 seconds, then add carrots/peas.
Stir fry carrots/peas for a few minutes, then add rice and dal, and 1 and 1/4 cup of water.
Bring to a boil, cover and cook 30-45 minutes.
