Combine dill, lemon juice, lemon zest, olive oil, mustard, salt and pepper in small mixing bowl. Use immersion blender to combine ingredients until dressing is thick and almost creamy.
In separate bowl:
Combine tuna, onion, and pickled celery. Add prepared dressing to tuna mixture and combine thoroughly. Add salt and pepper to taste.
