combine beef, celery, onion, peppers and oil in skillet over high heat, stirring well.
add curry and chili powders, ginger and saffron.
Continue cooking until beef is browned and vegetables limp, about 5 minutes.
stir in soy sauce, tomato sauce and water mixture and raisins.
Lower heat to simmer and cook about 10 minutes, stirring occasionally. add water if sauce becomes too thick.
serve over rice and garnish with chopped cilantro.
