Saute onion and garlic in a bit of olive oil til caramelized. Add ground beef and brown. Add tomato sauce and tomatoes. Add spices and 1/2 tsp sugar. Heat through.
Layer meat mixture in a 13x9 sprayed pan. Layer cooked penne. Layer shredded cheese. Bake until cheese is lightly browned.
