Preheat oven to 350 degrees. Line baking sheets with parchment paper.
Whisk flour, salt, baking powder, baking soda, cinnamon, ginger and cloves together and set aside.
In a separate bowl, whisk the brown sugar and oil together until combined. Add the pumpkin puree and whisk to combine thoroughly, Add the eggs and vanilla and whisk until combined.
Sprinkle the flour mixture over the pumpkin mixture and whisk until completely combined.
Use a small ice cream scoop (or tablespoon) to drop heaping tablespoons of the dough onto baking sheets about 1 inch apart. Bake for 10-12 minutes, until cookies are just starting to crack and toothpick inserted comes out clean. Remove from oven and let cool completely on pan. (I let them cool, about 15 minutes, then moved them to a cooling rack so I could re-use the parchment.. the spaces between)
FILLING:
Sift the confectioners' sugar into a bowl and set aside. In an electric mixer fitted with a paddle, beat butter until smooth. Add cream cheese and beat until combined. Add confectioners' sugar and vanilla and beat until smooth. Don't over-beat or the filling with lose structure.
ASSEMBLY:
Use a tablespoon to drop a large dollop of filling onto flat side of a cookie. Then place another cookie, flat side down, on top and press down slightly so that the filling spreads to the edges of the cookie. Put whoopie pies in the refrigerator for about 30 minutes before serving for them to firm up. However, they taste better at room temp, so pull them out of fridge at least 1/2 hour before serving.
These can be kept for up to 3 days on a parchment lined baking sheet covered with plastic wrap in the refrigerator. (they won't last this long!)
