Prepare cake mix following directions on box. Divide batter equally into 4 bowls, about 1 cup per bowl.
Mix 1 tablespoon jello powder into each bowl, one color per bowl. Stir until blended. Some cake mixes take the color better than others. Add a little more jello powder to get brighter colors.
Pour batter into greased and floured round cake pans. 1 color per pan. Bake for about 15 minutes at 350. Cool 5 minutes and remove from pans.
When cake is completely cool, spread yellow frosting between layers. Scoop white frosting into a bowl(save 1/4 cup for white clouds) and add about 6 drops of blue food coloring. Stir until blended. Cover outside of cake with blue frosting. Use a butter knife to spread white frosting clouds around the cake.
