Vinaigrette:
Combine all ingredients, but oil and green onions. Then add oil very slowly. Add onions at end.
Salad:
Combine red pepper, mango, green onion, and shrimp in a large bowl. In small bowl, combine avocado and juice. Combine bowls. Add fresh mint and some lime vinaigrette. Garnish with chives.
