2. Place sausage in the bottom of a casserole dish; cover with layers of potatoes, onions, carrots, and rice. Add tomatoes with the juice.
3. Combine salt, pepper, and sugar. Sprinkler over the top.
4. Bake, covered, at 350 degrees for 1.5 hours.
5. The last ten or fifteen minutes, uncover, sprinkle with cheese, and bake uncovered until cheese is melted and bubbling and vegetables are soft and tender.
