Suggest a better description1. Cut beef into pieces 1/2 inch thick, 1 inch wide, and 1.5 inch long.
2. Add beef to 6 cups of boiling water, and cook 3 minutes; lift the pot from the stove. Remove the beef and drain well.
3. Heat 4 T. oil and 2 T. sugar in a frying pan until sugar turns brown; add beef, and stir-fry for one minute. Then add green onions and ginger, and stir for a few seconds; add soy sauce, star anise, salt, and rice wine. Stir-fry a few minutes and add enough water to cover the beef. Bring to a boil, reduce the heat, cover and stew about 2 hours.
4. When the beef is very soft and juice is reduced to 1/2 cup, remove to a dish. Serve with rice while it is hot.
