Pat tilapia dry with a paper towel. Heat skillet on medium high and toast almonds. Remove almonds and set aside. Reheat skillet on medium high. Spray with oil.
Cook fish 3 minutes or until internal temp of thickest part of fish reaches 140.
Remove to heated platter. Add lemon peel, lemon juice, water, salt, pepper and parsley to skillet and heat for 1 minute.
Pour over fish. Garnish with toasted almonds.
