Cook ziti and drain. Brown sausage and drain. Remove.
Melt butter and cook mushrooms, pepper, and onion. Blend flour in and stir in milk. Cook - stirring constantly, over medium-low until it reaches a boil. Boil and stir for 1 minute. Blend in cheddar, parmesan, and pepper until cheeses are melted and smooth. Add sausage to vegetable mixture.
Pour into a casserole pan. Sprinkle with parmesan cheese.
Bake for 30 minutes.
