Pour the rice into a 2 quart casserole dish.
Layer the corn over the rice.
Sprinkle 1/2 salt and pepper over the corn.
Pour in 1/2 can of tomatoes sauce and 8 ounces of water.
Add a layer of onions.
Add a layer of bell pepper.
Layer the ground beef.
Sprinkle the beef with the remaining salt and pepper.
Pour in the remaining tomato sauce and 4 ounce of water.
Layer of four strips of bacon, cut in half, over the beef.
Cover and bake in a preheated 350 degree oven for 1 hour. Uncover and bake for about 30 minutes longer, or until the bacon is crisp.
