PREHEAT OVEN TO 350 DEGREES
In a large bowl, cream together the sugar, powdered sugar, butter, oil, vanilla and eggs.
In another large bowl, combine the baking soda, cream of tartar and flour.
Add the dry mixture to the wet and combine well. Refrigerate for 30 minutes.
After 30 minutes, drop by teaspoonfuls onto an ungreased baking sheet, and then flatten with a sugar-covered fork. Bake for 8 - 10 minutes at 350 degrees.
