1. Combine broth, soy sauce, apple cider vinegar, water, honey, ginger and garlic in slow cooker; stir well.
2. Season ribs with salt and pepper. Spray large skillet with cooking spray; heat over medium-high heat. Add beef in batches; cook and stir 6 to 8 minutes or until browned on all sides. Remove to slow cooker; turn ribs to coat.
3. Cover; cook on low 7 to 8 hours or until meat is fork-tender. Remove to serving platter. Serve over rice, if desired. Garnish with green onions.
