Place potatoes in an ungreased 13" X 9" baking pan; season with salt and pepper. Melt butter in saucepan and add flour; stir. Add milk and bring to a boil, stirring constantly. When mixture starts to thicken, add 3/4 of cheese. Pour sauce mixture over potatoes; mix thoroughly. Let potatoes and sauce sit for 15 minutes. Add remaining cheese on top. Bake at 350 degrees for 40 to 50 minutes or until hot and cheese on top is slightly brown.
