SAUCE:
Heat oil in pan, add garlic, ginger, chili powder, and stir for 1 minute.
Add sugar, vinegar and fish sauce, stir over heat until sugar us dissolved.
Stir in remaining ingredients and bring to a boil, covered for 3 minutes or until vegetables are tender.
