Combine cornmeal, flour, baking powder and salt in a medium bowl. Make a well in the center of mixture. Combine onion, mil, pepper and egg. Add to dry ingredients, stirring just until moistened.
Spoon 1 tablespoon of batter into minature muffin pans coated with cooking spray.
Bake At 450 For 10 Minutes or until lightly browned.
Remove from pan immediately.
