mix flour with seasonings
coat meat with flour mixture and brown in hot oil. transfer meat to 9 x 13 inch pan
top meat with onions
mix soup and beef broth in the pan used to brown meat (pour off any excess oil). bring to boil while scraping meat bits off the bottom of pan and pour over meat and onions.
bake covered at 350 degrees for 45 minutes.
remove casserole from over; preheat oven to 400 degrees
place biscuits on casserole, evenly spaced
spread a little butter on tops of biscuits and sprinkle with celery seeds
bake for 15 minutes until biscuits are browned.
