Trim fat from Beef. Spray a Dutch oven with EVOO(extra virgin olive oil). Preheat Dutch oven over medium heat. Brown meat on all sides. Drain off fat. In a small bowl, mix together the water, Worcestershire, bouillon and Basil. Pour over the roast. Bring to boiling, reduce heat and simmer for 1 hour.
Remove a strip of peel from each potato or peel & quarter the medium potatoes. Add potatoes, carrots, celery & onion to the Dutch oven. Cover & simmer for 45 to 60 minutes or till meat and veggies are tender. Add additional water if necessary. Cover 7 chill 1/2 of the meat for a later use. Transfer the remaining meat & veggies to a serving platter. Keep warm.
For gravy, mix 1/4 cup cold water & 2 T flour until smooth. Pour into the pan juices. Cook & stir until thick and bubbly. Cook & stir one minute more.
