Cut steak into 6 equal serving size pieces.
Pound each piece to 1/4 inch thickness.
Sprinkle with salt and pepper.
Place a bacon strip down the center of each.
Using a pickle, roll the bacon and beef onto the pickle and secure with a toothpick.
In a skillet, heat the oil to medium-high heat.
Brown beef rollups on all sides.
Add water, onion, parsley and bouillon.
Reduce heat and simmer for 1 1/2 to 2 hours.
Remove to a serving platter and keep warm.
For gravy:
Combine flour, cold water and browning sauce; stir into hot drippings.
Bring to a boil.
Stir while boiling for 2 minutes.
Serve over beef.
