Add oil to pan and heat on medium heat. Braise onions until tender. Once tender, add garlic and let braise 30 seconds to one minute. Increase heat to medium high. Add beef and cook until browned. Reduce heat to medium and add flour and cook another minute or two, adding more oil if necessary.
Stir in dissolved beef stock and worcestershire sauce. Bring to a boil. Reduce heat to medium low and add carrots. After 15 minutes, add potatoes. Simmer until both are tender. Add mushrooms and grated potato.
Mix water and corn starch together until no lumps are present. Add to the pot. Simmer until at the desired thickness.
Serve with homemade rolls or bread.
