1. Cut steak across grain on diagonal into thin strips. In a wok, heat oil over high heat until hot, swirling to coat sides of pan. Add steak and stir-fry until meat loses its red color, 2-3 minutes Remove to a plate.
2. In a large pot of boiling salted water, cook noodles until tender but still firm, 10-12 minutes. Drain and rinse under cold water. Drain well.
3. In a medium bowl, whisk together peanut butter, 1/4 cup hot water, sugar, soy sauce, hot red pepper, sesame oil, and garlic until sauce is blended.
4. Place noodles in a large serving bowl. Add steak, scallions, and sesame seeds. Pour sauce over noodles and toss to coat. Serve at room temperature.
