in shallow dish combine half or the soy sauce, 1 tablespoon of brown sugar, 1 tablespoon sugar, 2 of the pressed garlic cloves. add steak and stir to coat. let stand for 20 minutes stir once
meanwhile, in a heavy saucepan over high heat , combine the peanut butter,water,lime juice,ginger ground red pepper, and remaining soy sauce,remaining 1 tablespoon brown sugar and remaining 1 tablespoon sugar,and remaining 2 pressed garlic cloves. cook stirring constantly until mixture boils. Remove from heat.
coat grill rack with cookinfgspray. preheat grill to high. thread steak, peppers and onions onto four metal skewers. place on grill rack and cook , turning occasionally , for 10 minutes or until don 170 degrees internal temperature. serve with peanut sauce.
