Preheat oven to 350?.
Cream sugar, shotening, eggs and vanilla. Add anise. Mix and set aside.
Combine flour, baking powder and salt. Add flour to sugar mixture, adding warm water slowly until dough just holds together. Knead gently. Dough should be soft and flakey, like pie dough. Roll to thickness of 5/8 in. Cut into 2 1/2 in squares, then cut 1/2 in scallops of 2 sides of squares. Sprinkle w/cinnamon-sugar mixture. Place on greased cookie sheet. Bake 10-12 min, until golden brown.
