Suggest a better description1: Heat oil in a heavy saucepot over moderate heat. Add onion, celery, and carrot. Sweat until soften.
2: Add the ground beef, along with a little salt and pepper. Cook until not red, do not brown.
3: Add milk and nutmeg. Simmer slowly until the milk is almost completely reduced. Add wine. Simmer until completely reduced.
4: Stir in tomatoes. Simmer over low heat about 3 hours. Stir occasionally.
5: Adjust seasoning.
