Pat the meat dry with paper towels then dust with flour, salt, pepper combo on all sides.
Place a 6 qt Dutch oven (with tight fitting lid) over medium-high heat. Add the oil and when glistening, add the meat and sear on all sides, about 8 to 10 minutes working in batches.
Transfer the meat to a plate. Add onion, celery, and carrot and cook stirring frequently about 6 to 8 minutes. Add the tomatoes, wine, herbs, garlic, bouillon cube and bring to a boil for 5 minutes.
Add the meat and enough liquid like water or tomato sauce to just barely cover meat. Return to a boil, then cover the pot and transfer it to the oven. Cook for 3 to 4 hours until meat is tender. Remove meat from pot and allow pot to cool to skim off fat. Pick the meat from the bones and discard any pieces of fat. Return the meat to the pot after skimming the fat. Check seasonings. Serve over pasta or gnocchi.
