1. Heat oven to 160°. Butter a 9 inch square glass baking dish.
2. Heat butter, sugar and water until boiling. Combine vanilla and 2 cups of the chocolate chips in a bowl; add hot butter-sugar mixture. Add eggs one at a time, mixing well. Sift together flour, baking soda and salt; stir into chocolate mixture. Add remaining chocolate chips. Pour into prepared dish.
3. Bake for 35 to 45 minutes or until slightly firm. Cool and cut in squares or, using biscuit cutters, into rounds.
