Mix together cookies and oil. Press into a 9X13 pan and freeze till firm. Spread softened ice cream over crust and freeze till firm. Combine sugar, milk, chocolate chips and margarine. Boil for 8 minutes, stirring constantly. Cool for 1 hour and spread over ice cream and freeze. Serve sprinkled with peanuts.
