Combine crust ingredients and pat firmly into ungreased 9x13 x2 pan. Sprinkle pecan halves evenly over crust.
In saucepan combine brown sugar and butter; cook over medium heat, stirring constantly until entire surface of mixture
begins to boil. Boil 1 minute. Pour caramel layer evenly over pecans and crust. Bake at 350 degrees for 20 minutes; remove from oven.
Immediately sprinkle with milk chcolate chips; allow chips to melt, then swirl with knife. Cool completely, then cut into bars.
