Steam or boil head of cabbage until you can separate the leaves. Mix remaining ingredients, except soup and tomatoes. Place 1 large tablespoon of meat mixture on cabbage leaf and roll up. Stack them in a large pot. Cover with soup and tomatoes. Simmer on top of the stove or bake in the oven for 2 hours.
