Prepare crust mixture by mixing together flour, oatmeal, sugar, baking soda and butter -- the mixture should look like crumbs. Put half of the crumb mixture in a greased 13x9-inch pan and bake it for 10 minutes in a pre-heated oven at 350 F. Remove baked crust from the oven and sprinkle milk chocolate chips and broken pecans (or walnuts) over it. Pour the melted caramel over them and cover with remaining crumbs. Bake for about 15 minutes or longer until delicately brown. Cut in squares when little warm. Cool completely and store the squares in an air-tight container. DAVE
