1. Preheat oven to 425 F.
2. Toss cauliflower, broccoli , and carrots with olive oil, garlic powder, and salt and pepper.
3. Place on foil lined baking sheets and roast for about 20 minutes, turning half way through.
4. Meanwhile, melt butter in saucepan over low heat. Add the flour, whisking constantly.
5. Contine to whisk until light brown in color, then add milk slowly, whisking until thickened.
6. Remove from heat and add in half of gruyere and half of Manchego.
7. Transfer the roasted vegetables into a large casserole dish.
8. Pour the sauce evenly on top.
9. Mix together all the remaining cheese and spread evenly over the top.
10. Mix panko with smoked paprika and spread evenly on top of cheese.
11. Lower oven to 375 and bake until brown and bubbly, about 20-25 minutes.
