Combine flour with chili powder and salt. Coat chicken pieces in mixture. Brown chicken on all sides in butter and oil mixture. Stir remaining flour mixture into orange juice, orange peel and sugar. Cover and simmer for about 30-40 minutes. Remove cover and add orange sections and heat for 5 minutes.
