Rehydrate the dried peppers in hot water. Drain the water from the peppers and reserve.
Blend rehydrated peppers and remaining ingredients except yogurt in a blender or food processor until smooth.
Add yogurt and blend until well mixed.
Add some of the reserved soaking water to thin the sauce to desired thickness.
