In Large bowl combine butter and shortening. Beat with electric mixer for 30 seconds. Add Sgar, baking powder and cocoa. Beat until combined. Beat in egg, milk, and peppermint flavoring until combined. Mix in flour.
Cover and chill for 1 hour.
Shape into 1 inch balls. Place 2 inches apart on ungreased cookie sheet. Bake for 10-12 minutes or until the edges are firm.
Immediately press a candy kiss in center of each cookie.
Store in an airtight container (freezer three months or room temperature for 3 days)
